雙語|國家鄉村振興局正式掛牌

2021年2月25日，國家鄉村振興局牌子正式掛出。

The National Administration for Rural Revitalization was formally inaugurated at the headquarters of the former State Council Leading Group Office of Poverty Alleviation and Development in Beijing.

國家鄉村振興局在原“國務院扶貧開發領導小組辦公室”所在地正式掛牌。

【單詞講解】

英語報道中的inaugurate通常有三層意思，一表示“就職，舉行就職典禮”，具體的用法是，（就職的）人+ be inaugurated 比如：US President Donald Trump was inaugurated on January 20, 2017.（美國總統特朗普的就職典禮於2017年1月20日舉行。）“就職典禮”的名詞形式可以直接用inauguration來表示，後面無需加ceremony，因爲inauguration本身就包含“典禮”這一層意思，比如：presidential inauguration（總統就職典禮）。

二表示“落成，成立”，用法與第一層意思相同，（成立的）機構+ be inaugurated，比如：A new school was inaugurated in the village.（這個村子裡新落成了一所學校。）

三表示“開創，開展”，比如：The coronavirus pandemic has inaugurated a time of chaos and change.（新冠病毒大流行開創了一個混亂與變革的時代。）Pan Am inaugurated the first scheduled international flight.（泛美航空公司開通了第一條國際定期航班線路。）

作爲國務院議事協調機構，國務院扶貧開發領導小組（the State Council Leading Group of Poverty Alleviation and Development）成立於1986年5月16日，當時稱國務院貧困地區經濟開發領導小組，1993年12月28日改用現名。

國家鄉村振興局正式掛牌，既是我國脫貧攻堅戰取得全面勝利（complete victory of the fight against poverty）的一個標誌，也是全面實施鄉村振興戰略（comprehensively promote the rural revitalization strategy），奔向新生活、新奮鬥的起點。

2018年發佈的《中共中央國務院關於實施鄉村振興戰略的意見》，對實施鄉村振興戰略進行了全面部署。

文件指出，鄉村振興，產業興旺（thriving businesses）是重點；生態宜居（pleasant living environment）是關鍵；鄉風文明（social etiquette and civility）是保障；治理有效（effective governance）是基礎；生活富裕（prosperity）是根本；擺脫貧困（out of poverty）是前提。

文件確定了實施鄉村振興戰略的目標任務：

到2020年，鄉村振興取得重要進展（substantial progress in rural vitalization），制度框架和政策體系基本形成（the strategy should have established an institutional framework and policy system）；

到2035年，鄉村振興取得決定性進展（decisive progress will be achieved in rural vitalization），農業農村現代化基本實現（basically realize modernization of agriculture and rural areas）；

到2050年，鄉村全面振興，農業強、農村美、農民富全面實現（rural areas should have strong agriculture, a beautiful countryside and well-off farmers）。
